Nuha, Luwu Timur — Access to quality healthcare is the right of every citizen. However, for some communities—especially those in areas with limited healthcare facilities—accessing prompt, accessible, and adequate care remains a challenge. To address this need, PT Astra International Tbk, in partnership with Cita Sehat, has launched the Primary Healthcare Integration Acceleration Program (ILP) in the service area of the Nuha Community Health Center (Puskesmas) in East Luwu Regency, South Sulawesi.
The program, which runs from May 2025 to May 2026, represents a shared commitment to supporting the government’s initiative to transform primary health care. Through a comprehensive approach, the program focuses not only on improving health facilities and infrastructure but also on strengthening the capacity of health workers and empowering communities as an integral part of the health care system.
In response to the challenge of access to health care
Health is not merely the absence of disease, but also a state in which a person’s physical, mental, and social functions are operating at their best. Unfortunately, many people still face barriers to accessing health care, whether due to limited facilities, distance, or economic circumstances.
Through the ILP Acceleration Program, Astra and Cita Sehat are working to provide healthcare services that are more accessible, more integrated, and more responsive to the community’s needs. This approach aligns with the transformation of the national healthcare system, which positions primary care as the frontline in promotive, preventive, curative, and rehabilitative efforts.

The program began with an assessment and coordination process conducted jointly with the Nuha Community Health Center to identify health facilities in need of strengthening. Based on the results, the Nikel Auxiliary Health Center (Pustu) was selected as the site for revitalization.
Improvements are not only being made to the physical structures to make them more comfortable and safe for the community, but also through the provision of various medical equipment tailored to the needs of each Primary Health Care Integration cluster. It is hoped that these improved facilities will enhance the quality of care while building public trust in primary health care facilities.
The results showed a positive impact. Following the revitalization, visits to the Health Center increased by 63.33 percent, indicating that the community is increasingly motivated to take advantage of the health services available in their area.
Empowering Cadres as the Front Line
The success of primary health services depends not only on adequate facilities, but also on the human resources who work directly with the community.
Therefore, this program also offers the “25 Competencies for Health Volunteers (Cadre)” Training, designed to enhance the capabilities of health volunteers in providing education, conducting early detection, supporting families, and facilitating the implementation of Primary Health Care Integration at the community level.
The training is reinforced through the Mentor Program, ensuring that the cadres receive ongoing guidance in applying the skills they have learned. As a result, the cadres not only serve as conveyors of health information but also become catalysts for behavioral change toward healthy living in their respective communities.
Bringing Services to People’s Homes
As part of the ILP implementation, the program also conducts ILP Home Visits to reach community groups that require extra attention, including the elderly, pregnant women, infants, toddlers, and people at risk for certain diseases.
This approach enables health workers, together with community health cadres, to monitor health more actively, provide education tailored to families’ needs, and ensure that community members have access to services without having to wait for their health to deteriorate.
In addition, an ILP Sustainability Meeting was held with local stakeholders. This event served as a strategic step toward building a shared commitment to ensure that the various innovations already underway can continue after the program ends.
Building a Sustainable Health Care System
The Program for Accelerating the Integration of Primary Health Care Services demonstrates that improving the quality of health care requires cross-sector collaboration. The government, the private sector, health facilities, community health workers, and the public all play complementary roles in building a stronger health care system.
Through the collaboration between PT Astra International Tbk and Cita Sehat, the transformation of healthcare services is being realized not only through infrastructure development but also through investment in people, capacity building for community health workers, and strengthening the governance of primary healthcare services.
It is hoped that this collaborative model will inspire various stakeholders to work together to expand access to quality healthcare services, so that every Indonesian has an equal opportunity to live a healthier life.
